Clark | Azar's senior team has been together for more than 12 years. We are a woman-owned small business located in one office, in Germantown, Maryland, with a technical staff comprising engineers, constructability specialists and value engineering support personnel. For a small firm, CAA provides a depth of experience in the industry and staff who are specialized in areas not typically found in other small civil engineering firms. In addition to the firm’s Maryland-registered professional engineering staff, CAA has a constructability specialist who has more than 35 years of experience in all aspects of construction in Maryland, and a value methodology associate who has 20 years of experience in technical support and value engineering for Federal, State and International construction projects.

In 2021, we celebrated our 4th anniversary and welcomed two additional project engineers to our team.

Dana Clark, PE, President

Dana received a Masters of Engineering from the University of Florida and a Bachelor of Science in civil engineering from Clemson University. She manages the business and provides oversight of the firm's contracts as well as the management of all phases of civil engineering. Dana is excited about the new teaming opportunities CAA has been able to form as a woman-owned small business. Her excellence in Environmental Site Design has set a high standard for CAA staff to follow.

Jason Azar, PE, Vice President

Jason has a reputation as an enthusiastic team leader and a creative site designer. His project management and design skills have resulted in the CAA team being awarded and recognized for efficiency and responsiveness.

Sean Lindaman, PE, Project Manager

Sean is a project manager proficient in fast-track permitting and complex site designs. At the University of Maryland, Sean was a Presidents Scholarship recipient and won the President’s Award for Academic Excellence. He was also a Paduan Scholar and a western New York Scholar Athlete. Sean was an intern with the CAA team for 2 years prior to joining full time.

I enjoy working on projects with a real impact on people, especially athletic facilities having maintained an active life style since childhood.”

John Strong, Project Manager

John spends most of time in the field, meeting with CAA's municipal clients and overseeing the construction of projects throughout the cities and towns we work with. He interacts with citizens and town and city managers on a daily basis, always ensuring projects are running smoothly and meeting the needs of our clients. John was instrumental in the CAA team being recognized with an Engineering Excellence Merit Award in Design for a sewer rehab project in Poolesville, Maryland.

Matt Edelman, EIT, Project Engineer

Matt graduated from The Ohio State University in 2015 and is currently working towards becoming a Professional Engineer and a LEED-certified professional. He specializes in civil site design and stormwater management practices, and provides construction management services for clients to ensure the proper implementation of our designs. Matt has taken an interest in many aspects of the business, including marketing, construction inspection and advanced technical training.

Morganne Durham, EIT, Project Engineer

Morganne is a recent graduate of Virginia Tech where she obtained a B.S. degree in Biological Systems Engineering. While pursuing her degree, she had an interest in watershed modeling in ArcGIS and RStudio and system hydraulics. She designed a vegetated swale for a local vineyard in an attempt to reduce fungicide runoff, which gave her unique experience in environmental site design techniques. Her work experience includes engineering with the Western Virginia Water Authority coordination with the Virginia Department of Environmental Quality.  

"I knew I wanted to be an engineer when I started to think about how our designs make peoples' lives easier. I appreciate how my projects transform an empty field into a roadway, a park, or a school. If you go outside and look around and realize the conveniences engineering allows, it's help you appreciate the design side of things. I like helping others this way."

Moses Smiroldo, EIT, Project Engineer

Moses is a graduate of Virginia Tech with a Bachelor's degree in Civil Engineering. During college, he interned with a consulting firm where he gained experience in stormwater management and erosion and sediment control design and permitting. After college, his experience had him supervising field work and "getting his hands dirty" with geotechnical investigations, sampling and testing of soils and concrete. He is interested in project management including budgeting and resource allocation, which will complement his design knowledge and experience. 

"I am excited about the opportunities working for a small business will get me. Being a project engineer at Clark | Azar will expand my design capabilities but also allow me to take on projects of my own, from field studies to managing projects and working directly with the client."

Austin Milligan, EIT, Project Engineer

Austin is a recent graduate from the University of Maryland, where he obtained his M.S. and B.S. degrees in Civil Engineering. While in school (and in his early years), he cultivated an interest in both wastewater treatment and stormwater management. He enjoyes planning, design, and construction phases of environmentally centered projects. At school, he helped grade assignments and provided feedback to students in Fundamentals of Engineering Fluids Hydrologic Engineering classes.

Debbie Kaplan, VMA, Marketing

Debbie has been in the A/E/C industry for more than 20 years. She served on the board of directors of the National Capital Chapter of SAVE International (the value society) for 15 years where she received a Rising Star Award. She has many interests in helping CAA grow including meeting new team members, putting together proposals, and attending professional social events.
